Road safety management in Gujarat

The project to focus on road safety in Gujarat was initiated with the background of expertise in designing roads and identifying road safety as a critical juncture. This initiative emerged recognizing the urgent need for safer road environments to reduce road crashes in Gujarat. The initiative started through collaboration with the Centre for Environment Education (CEE) and other key stakeholders, building on existing partnerships to advance road safety efforts in the state. TUL Foundation serves as the technical partner for this project, providing research, policy support, and technical expertise.

About the initiative

The Brasilia Declaration, a global commitment adopted in 2015, calls for halving road traffic deaths and injuries by 2030 through sustainable transport policies, improved enforcement, and protection of vulnerable road users. This initiative aligns closely with the thematic area of Safe Cities by focusing on scientifically informed speed management and child/adolescent road safety. It contributes significantly to the vision and aligns with SDG 3 (Good Health and Well-being) and SDG 11 (Sustainable Cities and Communities), supporting safer, more inclusive, and sustainable urban mobility

Outcomes

  • Co-hosted the “Safer Roads for Children and Adolescents” session at the Educating for Sustainability Action Conference, engaging government departments, media, and stakeholders to raise awareness and foster dialogue on vulnerable road users.
  • Designed and supported stakeholder engagement processes for the Gujarat State Road Safety Action Plan (SRSAP), informed by detailed gap analysis and comparative studies of other states’ action plans, enhancing the strategic approach to reducing road crash fatalities.
  • Partnered with Gujarat Road Safety Authority (GujRoSA) to co-host and coordinate a key stakeholder workshop focused on the development and strengthening of the SRSAP, including gap analysis and policy discussions.
  • Conducted stakeholder consultation through interviews with key government officials and experts to analyze the governance framework for speed management and road safety in Gujarat.
  • Implemented social media campaigns during Road Safety Week to promote awareness and behavioral change related to speed management.
  • Carried out case studies and literature reviews on global best practices, including site visits to major roads in Gujarat, contributing to knowledge building and formulation of recommendations for speed management.
  • Delivered expert insights on road safety through media appearances, including a detailed discussion on Doordarshan Girnar.
  • Conducted online speed management campaigns during Road Safety Week in May 2025.

What we hope to change

We aim to strengthen Gujarat’s approach to road safety through evidence-based learning and collaborative action. By reviewing existing speed management practices and understanding how regulations are notified and enforced, our work highlights the need for more consistent and data-driven approaches across jurisdictions. Establishing a data centre for road safety can enable better preparation, monitoring, and refinement of strategies, plans, and policies—helping ensure safer and more predictable roads for everyone.
